BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
MAY 9, 2000 AT 7:00 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Tuesday, May 9, 2000 at 7:05 p.m., pursuant to notice duly posted as prescribed by law. Mayor Harden presided and called the meeting to order. Upon roll call, the following members were in attendance.

CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 9th DAY OF MAY, 2000 AT 7:00 P.M. IN THE COMMISSION CHAMBERS OF CITY HALL, 9TH AND BROADWAY, SHAWNEE, OKLAHOMA, AND SETTING FORTH THE PURPOSE OF SAID SPECIAL MEETING.

By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in the Commission Chambers, City Hall, 9th and Broadway, Shawnee, Oklahoma at 7:00 p.m. on May 9, 2000 for the purpose of considering the ratification of the International Union of Police Associations Local Number 3, AFL/CIO contract for 2000-2002; and, further to consider increasing the City’s participation in the health insurance premiums for non-bargaining employees.

NOTICE OF CALLED SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA.

TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA AND THE CITY MANAGER:

You and each of you are hereby notified that by virtue of a call issued by me on this 5th day of May, 2000, a Special Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma in the Commission Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma at 7:00 p.m. on May 9, 2000, and you are hereby notified to be present at said meeting.

The purpose of said meeting will be for the purpose of considering ratifying the International Union of Police Associations Local Number 3, AFL/CIO contract for 2000-2002; and, further to consider increasing the City’s participation in the health insurance premiums for non-bargaining employees.

AGENDA ITEM NO. 1: Consider ratifying International Union of Police Associations Local Number 3, AFL/CIO contract for 2000-2002.

Ms. Margaret McMorrow-Love, the City’s bargaining attorney, appeared before the Commission to give a synopsis of the negotiations regarding the new Collective Bargaining agreement for FY 2000-2002 for the International Union of Police Associations, Local No. 3, AFL/CIO.
Ms. Love informed the Commission that the members of the Local No. 3 had approved the contract and it was ready for ratification by the Commission.
Ms. Love reviewed the proposed changes to the contract that involved eleven applicable Articles and she pointed out the three monetary aspects of the contract included wages, health insurance, and Corporal position.
Next, City Treasurer/Finance Director Jim Wilsie gave an overview of the financial summary of the IUPA contract.
The first year’s contract would be an 8.42% increase over the current contract terms and the second year’s contract would be 4.88%.
Police Chief Hank Land also appeared before the Commission to answer questions about the vehicle policy regarding the phasing out of vehicles driven those officers holding the rank of Corporal or above.
A motion was made by Commissioner Claybrook, seconded by Vice Mayor Downing, that the contract between the City of Shawnee and the International Union of Police Associations, Local No. 3, AFL/CIO for FY 2000-2002 be approved. Motion carried.

AGENDA ITEM NO. 2: Consider increasing the City’s participation in the health insurance premiums for non-bargaining employees.

Personnel Director Allen Benelli appeared before the Commission to request the Commission to consider increasing the City health insurance contributions for all non-bargaining unit employees to $75 per month as they had done for the fire and police unions.
He advised that for single employees the city’s participation would go from $150 to $225 per month and the family coverage from $275 to $350 per month. He noted that the increases in health insurance had gone up between 14% to 28% depending on plan coverage.
A motion was made by Vice Mayor Downing, seconded by Commissioner Pettyjohn, to approve increasing the City’s participation in its contribution of $75 per month to the health insurance coverage for non-

bargaining employees for FY 2000-2001 to become effective July 1, 2000. Motion carried.

There being no further business to come before the meeting, a motion was made by Commissioner Pettyjohn, seconded by Commissioner Harrod, that the meeting be adjourned. Motion carried. (7:33 p.m.)
