Management Team

The Management Team is comprised of all department heads for the City of Shawnee as well as a few other key members of the staff. The Management Team meets each Monday morning beginning at 9:00 a.m. and discusses a variety of city topics. Each member brings his/her own education, background and experience that makes our team very diverse but well balanced to assist in making important decisions that impact the City of Shawnee.

Dept: HR

Position: HR DIRECTOR

Tamera joined the City of Shawnee in October of 2001. She holds a Bachelors of Science in Education from Oklahoma Baptist University and a Masters degree in Education from University Of Central Oklahoma. She taught in the Shawnee Public Schools for 15 years, worked as a claims examiner at Mutual of Omaha and was the Deputy City Clerk for the City of Woodward.

Tamera is the 2nd Vice President for the Oklahoma Publie Employee Relations Association, a member of NPELRA and a member of SHRM. She obtained her National SPHR certification in December of 2014 and her SHRM-SCP certification in January of 2015. Tamera is married and has 4 children.

Dept: Information Systems

Position: Chief Information Officer

Stephen Nolen is the Chief Information Officer for the City of Shawnee Oklahoma. He has been with Shawnee since January 2000 and previously server as the IT Director for the Citizen Potawatomi Nation and the Data Processing Director / Assistant to City Manager for the City of Tecumseh. Mr. Nolen has been involved in municipal or tribal government since 1991 and has worked in the Information Technology field since the early 80’s.
Mason Wilson
Dept: Police Department

Position: Police Chief

Chief Wilson has been a member of the Shawnee Police Department since 1989. Chief Wilson started his career as an Animal Welfare Officer and became a Reserve Police Officer. In 1990 he attended the Police Academy and became a patrol officer. Wilson experienced many extra assignments during his career. As a school resource officer, Wilson worked with hundreds of kids at the Washington Alternative School. Wilson became a K9 handler and his K9 partner joined him as they patrolled the halls and grounds of the Washington Academy. Wilson received National training for gang investigations and became a member of the Oklahoma Gangs Investigator’s Association.

Wilson continued his gangs training in locations such as Dallas and Phoenix and became the lead gang investigator and supervised graffiti abatement programs. The graffiti abatement programs placed juvenile offenders in a community service role to remove graffiti from the Shawnee buildings. During the summer breaks from school, Wilson patrolled the Shawnee twin Lakes by land, and on the water. Wilson promoted to the rank of Corporal and then to Sergeant.

As a Sergeant, Wilson supervised patrol shifts and received more specialized training. Wilson attended the Institute for Law Enforcement Administration (ILEA) in Plano, Texas. Wilson graduated from three courses at ILEA: Basic Supervision, School of Supervision, and Professional Standards Internal Affairs and Ethics. Wilson became the leader of the gang unit, an internal affairs investigator, and supervisor over the fleet. Wilson received his advanced certification from CLEET and promoted to the rank of Lieutenant.

As a Lieutenant, Wilson has spent time as a commander of patrol shifts, the gang unit, internal affairs, and the fleet. Wilson completed the Oklahoma New Chief’s Certification. Wilson completed his formal education while working at the police department. Wilson received a Bachelor’s of Public Administration and a second degree in Criminal Justice Administration. In 2013 Wilson attended the FBI National Academy in Quantico, Virginia. Wilson Graduated the 253rd Session of the FBI Academy.

In November of 2015 Wilson was honored to be placed as Interim Police Chief. Wilson continued as Interim Chief until May of 2016 when he was hired as the Chief of Police.

Wilson is a member of the Shawnee LIONS, the Oklahoma Gangs Investigator’s Association, the Oklahoma Association of Chiefs of Police, and the International Association of Chiefs of Police. Chief Wilson is a published author of numerous police training articles.

Dept: Fire Dept - City Hall

Position: Fire Chief

Dru Tischer is currently serving as the Fire Chief for the City of Shawnee. He has served with the City of Shawnee Fire Department since November of 1995 in the positions of Firefighter, Lieutenant, Deputy Fire Marshal and Deputy Fire Chief before promoting to the position of Fire Chief in September of 2015. Chief Tischer has earned Associate Degrees in Municipal Fire Protection and Fire Protection Technology from Oklahoma State University. He is a lifelong resident of Pottawatomie County growing up and attending school in Tecumseh, OK. Upon graduation from Tecumseh High School in 1991, he enlisted in the United States Army and served as an Infantryman from 1991 to 1995. He is married to Kristi Tischer formerly of Marion, KY.

Dept: Emergency Management

Position: Emergency Management Director

Donald Lynch is the Emergency Management Director for the City of Shawnee and Pottawatomie County, Oklahoma. He administers the community’s emergency and disaster mitigation, preparedness, response, and recovery programs, provides for emergency resource assistance and training, and manages the City’s radio and telephone communications systems. Since December 2000, Mr. Lynch has developed close working relationships with emergency officials from within the county and throughout the state, five Native American nations, business and industry, community organizations and voluntary organizations active in disaster, strengthening the partnership for emergency management in Pottawatomie County.

Prior to accepting his current position, Mr. Lynch served in various capacities with the Oklahoma Department of Emergency Management ranging from Operations Officer to Chief of the Response Division. He also served as Director of Emergency Management for Oklahoma County, Oklahoma and as Senior Operations Officer for the Claremore/Rogers County, Oklahoma Emergency Management Agency. Additionally, he has ten years of service as a Fire Department Captain and Training Officer for the City of Catoosa, Oklahoma.

Mr. Lynch has worked many local emergencies and 25 Presidentially declared disasters. Following the April 19, 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, he was instrumental in directing the response and recovery efforts of Oklahoma County. In addition to aiding officials with assessment and repair of county buildings, Mr. Lynch served as a liaison between city, county, tribal, state, and Federal agencies, private sector organizations, and volunteer agencies, assisting with logistics and resources management.

Mr. Lynch is a Past President of the Oklahoma Emergency Management Association. He is a recipient of both the Certified Emergency Manager credential from the International Association of Emergency Managers and the Oklahoma Certified Emergency Manager credential from the Oklahoma Emergency Management Association. He has also been awarded the Master Exercise Practitioner credential from the Federal Emergency Management Agency (FEMA). He was the first person in Oklahoma to receive certificates of completion for both the Professional Development and Applied Practices series of courses conducted by the FEMA.

Mr. Lynch holds both a Master of Public Administration degree with emphasis in emergency management and a Bachelor of Arts degree from the University of Oklahoma.

He is a member of Catoosa Lodge # 185 A.F. & A.M., Catoosa Chapter # 360 of the Order of Eastern Star, Tulsa Scottish Rite, and Akdar Shrine Temple. He is a member the Legion of Honor of the International Order of DeMolay.

He is a member of the Sine Nomine Choral Society in Shawnee and has twice performed at the prestigious Carnegie Hall in New York City.

Position: Community Development Director

Justin DeBruin is the Community Development Director for the City of Shawnee. He has been an employee with the City since August of 2013, holding prior positions as the Assistant City Planner and Planning Manager for the Community Development Department. Before coming to work for Shawnee, Justin, as a member of the University of Oklahoma Regional and City Planning Studio, worked alongside the University of Oklahoma Institute for Quality Communities to develop “Reimagine downtown,” the 2012 downtown revitalization plan for the City of Shawnee.

Justin is an AICP certified Planner who holds a master’s degree in Regional and City Planning from the University of Oklahoma with a dual concentration in Urban Design and Geographic Information Systems (GIS). He lives in Shawnee with his wife and son.

Position: Director of Operations

I started my career with the City of Shawnee in March of 1992 and went on to be Supervisor in 1994, Superintendent in 1998, Deputy Director of Operations in 2007, Interim Director of Operations in 2008, and finally Operations Director in 2011.The Director of Operations oversees the Parks Department, Fairview Cemetery, Fleet Maintenance, and Building Maintenance. I currently oversee 23 employees, 11 buildings and growing, all City vehicle and equipment repairs, and ground maintenance and repair of the City Parks, Cemetery, Shawnee Twin Lakes area, and road side mowing. I have enjoyed my time here with the City and look forward to a few more.

I was born in Shawnee and moved to the Bethel Acres area at a young age. I graduated High School at Bethel and still reside there to this day. I like to ride motorcycles, fish and hunt, camping, and Nascar. My wife’s name is Vonda, we have three daughters, Kristi, Robyn, and Ashly who are all married, and two grandchildren, Tristan and Courtney.
