BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
NOVEMBER 6, 2007 AT 6:00 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Tuesday, November 6, 2007 at 6:00 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

Others in attendance were city staff, City Manager Jim Collard, Phyllis Loftis, John Krywick, Jim Bierd, Randy Brock, Jimmy Gibson, Rex Hennen, Steve Nolen, Toni Gray, Neva Treiber. News media representatives were Amanda Gire from the Shawnee News-Star, and Wayne Trotter of the Shawnee Sun. Representative Kris Steele and Senator Charles Laster were also in attendance.

You and each of you are hereby notified that by virtue of a call issued by me on this 29th day of October, 2007, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee Oklahoma in the Commission Chambers of City Hall, 16 W. 9th, Shawnee, Oklahoma at 6:00 p.m. on November 6, 2007, and you are hereby notified to be present at said meeting.

The purpose of said meeting will be to have a public hearing and discussion regarding long-term water needs and alternatives.

CALL FOR SPECIAL SESSION OF THE SHAWNEE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 6TH DAY OF NOVEMBER, 2007 AT 6:30 O’CLOCK P.M. IN THE COMMISSIONER CHAMBERS OF CITY HALL, 16 W. 9TH, SHAWNEE, OKLAHOMA TO HAVE A PUBLIC HEARING AND DISCUSSION REGARDING LONG-TERM WATER NEEDS AND ALTERNATIVES.

AGENDA ITEM NO. 1: Public hearing and discussion regarding long-term water needs and alternatives.

Dr. Ken Crawford, director of the Oklahoma Climatological Survey gave a presentation regarding potential impacts of climate change. Dr. Crawford stated that it is “unequivocal” that the globe is warming and will continue to warm for the foreseeable future. This warming trend will result in an increased demand for water. Dr. Crawford provided grafts showing temperature and rainfall amounts over the past 100 years. It was pointed out that in the 1980s and 1990s, Oklahoma saw a larger wet period than before in recorded history. Many persons growing up in this time period believed that water would always be a plentiful resource. This assumption may be a factor in the water crisis that has affected many parts of the country.
Dr. Crawford stressed the need to plan for climate changes to intensify and he urged water management and conservation practices to be a part of future policy development so future generations can have adequate water supplies.

City Engineer John Krywicki reported on the Shawnee Twin Lakes. Mr. Krywicki presented a Storage Capacity Survey based upon information compiled by Mr. Krywicki and his staff in 2004. The normal elevation for both lakes is 1067 feet and a combined volume of 34,000 acre feet.
Mr. Krywicki stated that the replacement of the transmission line from the Twin Lakes to the water treatment plant would require 9.09 miles of line at a cost between $10.5 – $11 million for a 30” line. Although not a top priority, there was also discussion concerning a connection to the Atoka Line that would transmit water directly to the water treatment plant. This would require 5.77 miles of line. A 24” line is estimated to cost $4.8 - $5 million.

Utility Director Jim Bierd outlined improvements needed at the water treatment plant that would increase production from 8 million gallons per day (at capacity) to 15 million gallons per day.
Mr. Bierd further address needed repairs and renovations needed at the Southside Water Treatment Plant and several upgrades for the Northside Water Treatment Plant. The estimate of costs over the next ten years for water infrastructure replacement and improvement was $17.5 million.

City Manager Jim Collard spoke regarding future water alternatives. Shawnee has been in contact with other central Oklahoma cities, including Oklahoma City, Norman, Midwest City, Del City and Seminole, regarding the purchase of Sardis Lake in southeastern Oklahoma. By entering into an agreement with these other cities, the City of Shawnee would be entitled to its proportionate share of the water. Plans being discussed include building a transmission pipeline from Sardis Lake that will tie on to the existing Atoka pipeline. It was also noted that cities located in north Texas were also interested in obtaining water from Sardis, and there is litigation pending regarding this issue. Mr. Collard stated that he would be bringing to the Commission for their review at the November 19, 2007 City Commission meeting a Resolution showing the City of Shawnee’s intent to participate in the Sardis project. If the Resolution of participation is approved, a memorandum of understanding will be presented in December, 2007 and Title 60 trust documents will be prepared in the spring of 2008.

Treasurer Neva Treiber next addressed potential options available to pay for the needed infrastructure improvements and to secure new sources of water. Options discussed were the increase of water rates, the issuance of general obligation bonds, and raising the sales tax rate ½ % - 1%. It was noted that it may be necessary to utilize more than one of these options to fund the necessary water needs of the future.

Among those in the audience asking questions or expressing opinions were: Jo Davis, Julie Ackerman, Senator Laster, Representative Steele, Chuck Skillings and Link Cowen.

There being no further business to come before the meeting, a motion was made by Vice Mayor Peterson, seconded by Commissioner O’Neal, that the meeting be adjourned. Motion carried 6-0. (9:10 p.m.)
