MINUTES AIRPORT ADVISORY BOARD MARCH 28, 2007 5:30 PM Terminal Building 2202 Airport Drive Shawnee, OK ROLL CALL PRESENT Terry Toole Mike Langley Jim Taheri Wes Mainord ABSENT Ron Davis Dick Romine OTHERS PRESENT Jim Collard Robert Shannon Jerry Sharp Gary Brown Lisa Moody Larry Heath Chuck Mills DECLARATION OF A QUORUM ITEM ONE: CONSIDER AND APPROVAL OF FEBRUARY 21, 2007 MINUTES A motion was made by Wes Mainord and seconded by Mike Langley to approve the February 21, 2007 minutes. Motion carried. AYE: Toole, Langley, Taheri, Mainord NAY: None ITEM TWO: ACKNOWLEDGE RESIGNATION OF DON DUDLEY The board acknowledged Mr. Dudley’s resignation and expressed appreciation for his service to the Shawnee Regional Airport and the City of Shawnee. ITEM THREE: DISCUSS AND CONSIDER PAYMENT REQUEST FOR SERVICES BY DOUG HOWARD During a discussion regarding payment for the services provided by Doug Howard it was agreed Terry Toole would make contact with Mr. Howard to possibly negotiate a lesser fee and to confirm that the renderings are the property of the City of Shawnee. It was noted that this study was very useful in the compilation of information requested by the Oklahoma Aeronautical Association regarding a possible grant to renovate/replace the terminal building or hangars. A motion was made by Wes Mainord and seconded by Mike Langley to pay up to, but not more than $5538.00 to Howard and Associates, Inc with the stipulation that the renderings become the property of the City of Shawnee. Motion carried. AYE: Toole, Langley, Taheri, Mainord NAY: None ITEM FOUR: DISCUSS TENANT SURVEY The tenant priority survey was reviewed and the top three concerns were electricity, drainage/leaking and hangar door issues. The City will make its best effort to provide the electrical infrastructure to each hangar, including one outlet and one light socket per bay. The cost of monthly service and any cost related to meter installation will be the responsibility of the Lessee. The hangars that receive a discount due to drainage issues will be increased to the full charge when those issues are resolved. ITEM FIVE: DISCUSS AND CONSIDER HANGAR RENT INCREASE A motion was made by Wes Mainord and seconded by Jim Taheri to recommend an increase in the hangar rent as follows and with the following stipulations: T-Hangar rent will increase from $100.00 to $125.00, bulk hangar rent will increase from $110.00 to $130.00 for single engine and $150.00 for twin engine, the hangars that receive a discount rate due to drainage problems will increase from $75.00 to $93.75 and from $50.00 to 62.50. One hundred percent of the increase will be used to make hangar improvements and to maintain hangars for the first two years. This increase will be tracked in a separate account. After two years the percentage of the increase used for maintenance will be reviewed to determine if an adjustment is appropriate. After two years the hangar rental rate will be reviewed also. If approved by the City Commissioners this increase will be effective July 1, 2007. ITEM SIX: STAFF REPORT 1. Jetworks 2. Financial statement 3. Fuel report Staff gave update on Jetworks and provided copies of financial statements and fuel reports. ITEM SEVEN: CITIZEN PARTICIPATION Robert Shannon, a T-hangar tenant, commented that he felt the rental rates were too high and should not be increased. Mayor Chuck Mills informed the board that the terms had expired for the following members: Terry Toole, Ron Davis, Jim Taheri and Wes Mainord. He expressed appreciation for their service to the Regional Airport and the City of Shawnee. He also announced new appointments of Mike Adcock, Lori Roach, Bob Weaver and Dan Overland. ITEM EIGHT: BOARD COMMENTS None ITEM NINE: ADJOURNMENT A motion was made by Terry Toole and seconded by Wes Mainord to adjourn the meeting. Motion carried.
