BOARD OF CITY COMMISSIONERS PROCEEDINGS SPECIAL CALLED SESSION APRIL 9, 2007 AT 6:30 P.M. The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, April 9, 2007 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance. Randy and Suzanne Gilbert with the Expo Center, Sherri Claybrook, Amanda Gire, Shawnee News-Star, and Wayne Trotter, Shawnee Sun. By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall Commission Chambers, 16 West 9th, Shawnee, Oklahoma at 6:30 p.m. on April 9, April 17, April 23 and April 30, 2007 for the purpose of review and discussion of the FY 2007-08 budget for the City of Shawnee. Mayor/Commissioner(s) ___________________________________________________ could not be found in the City of Shawnee, Oklahoma on _________________________ s/s Mike Roberts Deputy Court Clerk AGENDA ITEM NO. 1: Review and discussion of FY 2007-08 budget for the City of Shawnee. The session began with a twenty-minute budget overview. City Manager Jim Collard explained the City’s Budget and the different types of funds. Stephen Nolen assisted with this overview with a power point presentation. Areas covered were a Financial Overview, Revenue Review (Sales Tax), One Penny Breakdown, Revenue Review (Shawnee Municipal Authority), Types of Funds, Budget Transfers, Summary of Capital Outlay and Capital Request Rollovers. At the conclusion of the Budget Overview, Capital Construction Projects were discussed. Upon a question by Commissioner Schrzan, staff stated that the money earmarked for the Regional Park must be spent on a regional park, as it was part of the third penny sales tax money and must be spent on that project. It was noted that the Senior Citizens, Inc. for operation of the Municipal Auditorium would be requesting a decreased amount from the City in the event the fire suppression system is added this year. The addition of this system will allow the Senior Citizens to more readily rent the auditorium and increase their revenue. It was noted that money from the Sears building and money set aside for the skate park, could be reallocated to the Municipal Auditorium. Commissioner Young urged the commission and staff to make repairs and maintenance of the city’s tennis courts a priority. He stated that we need to make an investment which will bring people to Shawnee. Staff and commissioners discussed the deterioration of the municipal pool. The Health Department will allow one more year of operation, but the City must have a plan in place for next year. A splash pool was discussed for this location. Commissioner Peterson urged staff to remember all ages of children and young adults when planning this project. Another item of discussion was the renovation and upgrade of facilities in the municipal court area. COMMISSIONER SCHRZAN LEFT AT 8:05 P.M. Equipment in excess of $75,000 was discussed. Police vehicles and a firearm simulator were items discussed by Chief Mathis. Don Lynch discussed the audio logger request. Interim Fire Chief Allen Heilaman explained the air cascade system and the brush pumper request. Equipment requests less than $75,000 were then outlined. The City Manager presented the items for the City Commission to review and questions were directed to staff. Among items discussed were the Glock 21 handguns, the Knox Box System at the fire stations and the elliptical exercise machines. Randy Gilbert from the Expo Center addressed the Commission at 8:50 p.m. Mr. Gilbert referred to pictures of the orange building to detail repairs that are needed. Mr. Gilbert stated that the total amount needed for the renovations is $254,000.00. Commissioner Peterson questioned whether the City could pay for improvements on a building not City owned. City Attorney John Canavan stated that as the beneficiary of the Trust it could be allowed. AGENDA ITEM NO. 2: Adjournment There being no further business to come before the meeting, a motion was made by Commissioner Young, seconded by Vice Mayor Peterson, that the meeting be adjourned. Motion carried 6-0.
