THE TRUSTEES OF THE SHAWNEE AIRPORT AUTHORITY OF THE CITY OF SHAWNEE, COUNTY OF POTTAWATOMIE, STATE OF OKLAHOMA, MET IN REGULAR SCHEDULED SESSION IN THE COMMISSION CHAMBERS AT CITY HALL, 9TH AND BROADWAY, SHAWNEE, OKLAHOMA, MONDAY, NOVEMBER 20, 2006 IMMEDIATELY FOLLOWING THE BOARD OF CITY COMMISSIONERS MEETING AT 5:30 P.M., PURSUANT TO NOTICE DULY POSTED AS PRESCRIBED BY LAW. UPON ROLL CALL, A QUORUM WAS DECLARED PRESENT WITH THE FOLLOWING MEMBERS IN ATTENDANCE:

PRESENT: Stephens, Schrzan, O’Neal, Mills, Peterson, Daugherty
ABSENT: Beck

AGENDA ITEM NO. 1: Call to Order.

Chairman Mills presided and called the meeting to order.

AGENDA ITEM NO. 2: Declaration of a Quorum.

Chairman Mills declared a quorum present.

AGENDA ITEM NO. 3: Consider approval of Consent Agenda.

a. Minutes of November 6, 2006 meeting

b. Authorize staff to request proposals for repairs to roof at Shawnee Regional Airport terminal building.

c. Confirm action taken under City Commission Agenda Item No. 17 regarding considering approval of transfer of real property from City of Shawnee to Shawnee Airport Authority.
City Commission approved transfer of real property from City of Shawnee to Shawnee Airport Authority by quit claim deed. (Refer to Agenda Items 5 & 6 for property description)

A motion was made by Vice Chairman Peterson, seconded by Trustee O’Neal, to approve the Consent Agenda (a-c), as presented. Motion carried 6-0.

AGENDA ITEM NO. 4: Consider lease amendment with U.S. Government to provide for the disposition of buildings upon termination of the lease.

In staff’s report, the purpose of this lease amendment with the U.S. Government is to release the Department of Army from airport property where the U.S. Army Reserve Training Center was housed and the city take possession of the building on an “as is” basis.
The property is described as approximately 3.72 acres of land located in the N1/2 SE1/4 of Section 12, Township 10 North, Range 3 East, Pottawatomie County, Oklahoma.
A motion was made by Commissioner Schrzan, seconded by Vice Chairman Peterson, to approve Supplemental Agreement No. 1 with the U.S. Government to provide for the disposition of buildings upon termination of the lease for airport property where the U.S. Army Reserve Training Center was located. Motion carried 6-0.

AGENDA ITEM NO. 5: Consider sale of real property to Oklahoma Baptist University pursuant to sale of property approved on November 6, 2006.

It was noted that all legal transactions had been completed for the transfer of airport property from the City of Shawnee to the Shawnee Airport Authority for sale of property.

The property of approximately 9.2 acres located east of Airport Road, north of Federal Street, and south of University Street would be sold for $200,000.00 (approximately $21,715.50 per acre).
A motion was made by Commissioner Schrzan, seconded by Vice Chairman Peterson, to approve sale of real property from the Shawnee Airport Authority to Oklahoma Baptist University pursuant to sale of property approved on November 6, 2006. Motion carried 6-0.

AGENDA ITEM NO. 6: Consider sale of real property to Shawnee Little Theatre pursuant to sale of property approved on November 6, 2006.

Per staff, same transactions were completed for sale of this property as proceeded in the previous agenda item.
It was noted that .45 acres of land at 1829 Airport Road, where the Shawnee Little Theatre building is located, would be sold for $12,000.00.
A motion was made by Commissioner Stephens, seconded by Commissioner Schrzan, to approve sale of real property from the Shawnee Airport Authority to Shawnee Little Theatre, Inc. pursuant to sale of property approved on November 6, 2006. Motion carried 6-0.

AGENDA ITEM NO. 7: Administrative Reports

Under Administrative Reports, Airport Authority Manager Jim Collard commended the Airport Advisory Board for doing superb work in preparations for the sale of properties as had been recommended by the Board.

There being no further business to come before the meeting, a motion was made by Trustee Schrzan, seconded by Vice Chairman Peterson, that the meeting be adjourned. Motion carried 6-0. (8:09 p.m.)
