The review committee recommends that the city hire Howell Vancuren of Tulsa to prepare the city's Trails Master Plan. This project is partially funded through federal funds and the contract must be approved by ODOT. Staff must negotiate a contract with the firm prior to formal approval. j. Public hearing and consider an ordinance rezoning property located at 414 W. Federal from R-1; Residential District to C-1; Neighborhood Commercial District for prospective office use. (Applicant: Sunita Sitara). Pgs. 71-83 The Planning Commission recommends approval of the rezoning from R-1 to C-1. The request conforms to the Comprehensive Plan. 8. Public hearing and consider an ordinance rezoning property located at 31601 West Lake Road from A-1; Agricultural District to A-1P; Agricultural District with Conditional Use Permit to allow for manufactured home on property. (Applicant: Todd & Chrystal Ring). Pgs. 84-92 The Planning Commission recommends approval of the conditional use in the A-1 district for the construction of a manufactured home with the stipulation that it meets the recommended standards. 9. Public hearing and consider an ordinance rezoning property located at 16113 Hart Road from A-1; Agricultural District to A-1P; Agricultural District with Conditional Use Permit to allow for communication tower on property. (Applicant: Woody Woodrell). Pgs. 93-100 The Planning Commission recommends granting a conditional use permit allowing for a tower to be erected in the A-1 district. There were no additional conditions or restrictions placed on approval. 10. Public hearing and consider an ordinance rezoning property located at 14901 Patterson Road from A-1; Agricultural District to A-1P; Agricultural District with Conditional Use Permit to allow for manufactured home on property. (Applicant: Hiram & Trudy Tabler). Pgs. 101-109 The Planning Commission recommends approval of the conditional use in the A-1 district for the construction of a manufactured home with the stipulation that it meets the recommended standards. 11. Public hearing and consider an ordinance rezoning property located at 920 E. Wallace from R-1; Single Family Residential District to C-3; Automotive and Commercial Recreation District for use as a shop and storage of heavy equipment. (Applicant: Clayton & Shelli Guinn). Pgs. 110-127 The Planning Commission recommends denial of the rezoning from R-1 to C-3. The Comprehensive Plan depicts the area as commercial, but the intent is for commercial development be oriented toward Harrison Street and not Wallace. The property exceeds the minimum area and frontage requirements for C-3 and there was a protest submitted that is less than 50% of the owners. 12. Consider approval of final plat for Kickapoo Run Addition located at the southwest corner of 7th & Kickapoo streets (Applicant: Randy Thomason OBO Shawnee Housing Authority.) Pgs. 128-130 The Planning Commission recommends approval of the Final Plat with a couple variances. The variances were discussed and granted on the preliminary plat, but the Planning Commission recommends that "hammer-head" or "T turn-arounds" be required along Kickapoo. This will allow residents an option of not backing out onto Kickapoo. 13. Consider approval of final plat for Surgical Center at Unity Hospital located at the northwest corner of MacArthur and J.D. Kethley streets. (Applicant: Chuck Skillings OBO Unity Health Center.) Pgs. 131-133 The Planning Commission recommends approval of the Final Plat with a couple variances. The first variance is to the MacArthur right-of-way which is proposed at 80 where 120 feet is required. The second variance is to the sidewalk requirement along MacArthur. The sidewalk will be constructed as part of either the widening or the trail extension projects, but a sidewalk on Kethley is required. 14.
