BOARD OF CITY COMMISSIONERS PROCEEDINGS SPECIAL CALLED SESSION JUNE 11, 2001 The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, June 11, 2001 at 7:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Harden presided and called the meeting to order. Upon roll call, the following members were in attendance. Chris Harden Mayor Robert M. By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in the Commission Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma at 7:30 p.m. on June 11, 2001 for the purpose of a budget work session concerning the budget for FY 2001-2002. Mayor/Commissioner(s) could not be found in the City of Shawnee, Oklahoma on June 4, 2001. s/ Diana Hallock CITY CLERK The staff members in attendance for the budget work session were as follows: City Manager Terry Powell, City Treasurer/Finance Director Jim Wilsie, City Attorney John Canavan, Community Development Director Michael Southard, City Engineer John Krywicki, Police Chief Hank Land, Fire Chief James Roberts, Public Works Director James Cole, City Clerk Diana Hallock, and Heart of Oklahoma Exposition Center Director Ken Etchieson. Others in attendance was the newspaper media: Shawnee News-Star reporter Shana Hawk and The Sun reporter Wayne Trotter. INVOCATION: James Cole Public Works Director FLAG SALUTE: Mayor Harden COMMISSIONER CLAYBROOK NOW PRESENT AT 7:34 P.M. AGENDA ITEM NO. 1: Budget work session for FY 2001-2002. Mayor Harden stated that the purpose of the special call meeting was for discussion and informational purposes only and that no formal action would be taken at this meeting. City Treasurer/Finance Director Jim Wilsie had previously distributed the preliminary budget to the Commission for their review and he proceeded to give an overview of the $38.8 budget for fiscal year 2001-2002. He explained that this budget was larger than last year’s and the difference was due to major capital projects included in this 2001-2002 budget. The proposed budget for the General Fund is $14,545,023; Shawnee Municipal Authority $11,690,960; Shawnee Airport Authority $1,006,266; Capital Improvement Fund $5,769,172; Street Improvement Fund $2,576,565; all other funds $3,288,385, totaling $38,876,371. The department heads addressed their budget requests in the following order: 1) Fire Chief James Roberts 2) Police Chief Hank Land 3) Community Development Director Michael Southard 4) City Engineer John Krywicki 5) Public Works Director James Cole 6) Heart of Oklahoma Expo Center Director Ken Etchieson 7) Emergency Operations Director Don Lynch, addressing Building & Maintenance Budget Some of the budget items discussed were the 100 foot ladder truck for the Fire Department; digital fingerprint machine and laptop computers for patrol vehicles for the Police Department; street projects under the Engineering Department; and Public Works Phase 2 Wastewater Treatment Plant Improvements and pot hole patch truck. Next, City Manager Terry Powell brought to the Commission’s attention the construction project of the Larkins Drainage Improvement for $175,000.00 was not approved, but that they might wish to consider putting it back in the budget. After gathering facts from the City Engineer, the Commission seemed favorable toward this request that would be beneficial to the area residents for drainage channel improvements. There was no further discussion about the budget and it was noted that the final budget would be considered at the June 18, 2002 City Commission meeting. AGENDA ITEM NO. 2: Adjournment. There being no other business to come before the meeting, a motion was made by Vice Mayor Downing, seconded by Commissioner Claybrook, that the meeting be adjourned. (10:16 p.m.) Motion carried.
