From: Steve Nelms, Utility Director CC: Mayor and City Commission Cindy Sementelli, Finance Director Date: 08-30-2013 Re: Curbside Recycling Nature of the Request: Commissioners have indicated that single source curbside recycling is something they would be interested in investigating. Approximately 60 days ago a special called work session to discuss proposals and receive feedback from organizations, staff and Commissioners. At that meeting, there was no quorum of ommissioners. As such, on your agenda includes two agenda items. 1) A presentation regarding recycling options from Central Disposal and 2) a decision as to whether or not we are to conduct a survey. The nature of the request at this time is that staff needs some direction from the Commission on the next step toward developing survey of our citizens. Staff is not prepared to make a ecommendation regarding recycling until the options can be fully investigated and vetted. Staff Analysis, Considerations: There are many discussions that need to be had before staff can work to amend our existing contract with Central Disposal to provide curbside recycling, many of which will be dependent upon proposals in Central Disposal’s presentation. In addition, there has been some discussion by Commissioners regarding performing a survey of our citizens. Recommendation: Staff is not prepared to make a recommendation to recommend recycling until sufficient time has been had to analyze the proposals presented by Central Disposal. However, if it is the Commission’s desire to perform a survey, now would be the time for us to perform that survey prior to putting work into amending our solid waste contract with Central Disposal. If it is the Commission desire for staff to perform a survey we will need sufficient time to perform that task and report the results back to the Commission. Budget Consideration: At this time a cost of the survey is unknown. If Commissioners instruct staff to perform a survey of our citizens we will recommend that an outside firm who is experienced at performing scientific surveys of this nature. Should the Commission direct staff to survey we will need sufficient dollars for the staffing, mailing, postage and interpretation of the data. Funding for the survey was not budgeted, however, there is sufficient fund balance available for this expense. NOTICE: This is NOT an official document.
