THE TRUSTEES OF THE SHAWNEE MUNICIPAL AUTHORITY OF THE CITY OF SHAWNEE, COUNTY OF POTTAWATOMIE, STATE OF OKLAHOMA, MET IN REGULAR SCHEDULED SESSION IN THE COMMISSION CHAMBERS AT CITY HALL, 9TH AND BROADWAY, SHAWNEE, OKLAHOMA, MONDAY, SEPTEMBER 17, 2012, FOLLOWING THE BOARD OF CITY COMMISSIONERS MEETING AT 6:30 P.M., PURSUANT TO NOTICE DULY POSTED AS PRESCRIBED BY LAW. UPON ROLL CALL, A QUORUM WAS DECLARED WITH THE FOLLOWING MEMBERS IN ATTENDANCE:

ABSENT: Stephens, Winterringer

Call to Order

Declaration of a Quorum

AGENDA ITEM NO. 1: Consider approval of Consent Agenda

a. Minutes from the September 4, 2012 meeting.

A motion was made by Trustee Smith, seconded by Trustee Harrod, to approve the Consent Agenda item 1(a). Motion carried 5-0.

AYE: Smith, Harrod, Mainord, Hall, Agee
NAY: None

AGENDA ITEM NO. 2: Presentation from Smith Roberts Baldischwiler, LLC on the development of the Multi-Phase Comprehensive Utility System Master Plan.

Mr. Max Baldischwiler, of Smith Roberts Baldischwiler, LLC gave a presentation on the progress of the Multi-Phase Comprehensive Utility System Master Plan. His firm has been working since July on scanning historical documents provided by the Shawnee Municipal Authority (SMA). These documents will be put on CD’s in a PDF format and returned to the SMA. They have begun to make recommendations and are working on software that can be utilized by city employees as changes are needed in the city.

Mayor Mainord questioned whether there would be a priority rating of projects and was advised that the water treatment plant is the main priority and always has been. Commissioner Agee asked if we would have the ability to run the software and was answered yes, our employees would be trained in the usage of any software needed. Mayor Mainord then asked about the completion of the project and the City Manager Brian McDougal advised there was a two (2) year contract for development of this Master Plan.
Commissioner Smith and Mayor Mainord commented that when complete we need to use the new Multi-Phase Comprehensive Utility System Master Plan.
Mr. Baldischwiler’s firm will be giving quarterly updates on the progress.

AGENDA ITEM NO. 3: Consider Bids:

a. Midland Water Line Replacement (Award)

Utility Director Jim Bierd announced that six bids were received and after review and consideration it was staff’s recommendation to award the bid to Jordan Contractors, Inc. of Tecumseh, Oklahoma in the amount of $495,871.00.

A motion was made by Trustee Harrod, seconded by Trustee Smith, to accept staff’s recommendation and award the bid to Jordan Contractors, Inc. in the amount of $495,871.00. Motion carried 5-0.

NAY: None

AGENDA ITEM NO. 4: New Business (Any matter not known about or which could not have been reasonably foreseen prior to the posting of the agenda)

There was no new business.

AGENDA ITEM NO. 5: Administrative Reports

There was no Administrative Reports.

AGENDA ITEM NO. 6: Adjournment

A motion was made by Trustee Harrod, seconded by Trustee Smith, to adjourn the Shawnee Municipal Authority. Motion carried 5-0. (7:40 p.m)
