BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
FEBRUARY 16, 2005 AT 1:30 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Wednesday, February 16, 2005 at 1:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 16TH DAY OF FEBRUARY, 2005 AT 1:30 O’CLOCK P.M. IN THE COMMISSION CHAMBERS OF SHAWNEE CITY HALL, 16 WEST 9TH, SHAWNEE, OKLAHOMA FOR THE PURPOSE OF A JOINT MEETING WITH THE SHAWNEE PLANNING COMMISSION AND COMPREHENSIVE PLAN OVERSIGHT COMMITTEE.
By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall, City Commission Chambers, Shawnee, Oklahoma at 1:30 p.m. on February 16, 2005 for the purpose of a joint Shawnee City Commission, Shawnee Planning Commission and Comprehensive Plan Oversight Committee to hear a presentation by Tony Allender of Wilbur Smith and Associates and to discuss prioritization of goals and implementing the Comprehensive Plan.

NOTICE OF A CALLED SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA.
TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 10th day of February, 2005, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma in the City Commission Chambers of Shawnee City Hall, 16 West 9th, Shawnee, Oklahoma at 1:30 p.m. on February 16, 2005 and you are hereby notified to be present at said meeting.
The purpose of said meeting will be for a joint meeting of the Shawnee City Commission, the Shawnee Planning Commission and the Comprehensive Plan Oversight Committee to hear presentation by Tony Allender of Wilbur Smith and Associates and discussion prioritization of goals and implementing the Comprehensive Plan.

AGENDA ITEM NO. 1: Presentation by Tony Allender of Wilbur Smith and Associates of the Comprehensive Plan.
Mr. Tony Allender of Wilbur Smith and Associates made a presentation of the Comprehensive Plan noting that the process started in 2003 and is close to the end.
An overview of the results of the survey used as a tool to strategic planning was reviewed.
AGENDA ITEM NO. 2: Discuss prioritization of goals and implementing the Comprehensive Plan.
A synopsis of the discussion detailed:
*Infill development-emphasis on affordable housing and revitalization of older neighborhoods
*Image-portrayal of self-image of where the city wants and should be-taking into consideration the Interstate 40 corridor
*Intergovernmental cooperation with area tribes, unique to Shawnee to reach for common goals
*Transportation-ways to get citizens around town and route identification; being pedestrian friendly, which in some cases streets become barriers to neighborhoods
*Phase I of the Comprehensive Plan is not intended to be all encompassing-need to organize a task force to keep the course
Concluding, it was the consensus of the groups represented that they were encouraged by the efforts set forth to implement the concept of the Comprehensive Plan for the future of the Shawnee greater area.
AGENDA ITEM NO. 3: Adjournment.
There being no further business to come before the meeting, a motion was made by Commissioner Downing, seconded by Commissioner Hadley, that the meeting be adjourned. Motion carried. (3:56 p.m.)
