SPECIAL CALLED SESSION
JANUARY 27, 2003
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commissioner Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, January 27, 2003 at 3:00 p.m., pursuant to notice duly posted as prescribed by law. Mayor Harden presided and called the meeting to order. Upon roll call, the following members were in attendance.

CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 27TH DAY OF JANUARY, 2003 AT 3:00 P.M. IN THE CITY COMMISSION CHAMBERS AT CITY HALL, 9TH AND BROADWAY, SHAWNEE, OKLAHOMA, AND SETTING FORTH THE PURPOSE OF SAID SPECIAL SESSION.
By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in the City Commission Chambers, City Hall, 9th and Broadway, Shawnee, Oklahoma at 3:00 p.m. on January 27, 2003 for the purpose of considering a resolution supporting tax credit award for housing development project proposed by Farnam Group Resources, Inc.

You and each of you are hereby notified that by virtue of a call issued by me on this 23rd day of January, 2003, a Special Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma in the Commission Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma at 3:00 p.m. on January 27, 2003, and you are hereby notified to be present at said meeting.

AGENDA ITEM NO. 1: Consider a resolution supporting tax credit award for housing development project proposed by Farnam Group Resources, Inc.
Mayor Harden announced that the purpose of the special call meeting was to consider a resolution supporting a tax credit award for a housing development project proposed by Farnam Group Resources, Inc.
The property had been rezoned to R-3, Multi-family Residential District at the January 21st meeting; and in order to meet the application submittal deadline of February 1, 2003, the required resolution from the City of Shawnee was being considered.
Before voting on the resolution, Mayor Harden gave the opportunity to those who wanted to address the tax credit issue only.
Mr. Marion McMillan, BancFirst president, who has been involved in process for the renovation of downtown Shawnee’s historic Aldridge Hotel, spoke in opposition to the project proposed by Farnam Group Resources, Inc.
Mr. McMillan relayed that he was not opposed to more affordable housing; but the conflict arises from the timing of the dual tax credit applications.
Since taking notice of the tax credit resolution requested by Farnam Group, BancFirst and the current developer, ERC Properties, Inc., was asking the Commission to reaffirm its support for the Aldridge Hotel project.
He advised that the City had given its initial tax credit support to MetroPlains, the original developer; and that resolution was part of the application, but they wanted to avoid any problems that might cause their application to be denied based on technicalities.
Also, Mr. Bert Bulanger, attorney for ERC Properties, Inc., which is working with Central Oklahoma Community Action Agency on the Aldridge project, also appeared before the Commission to further address the issue.
Others appearing in opposition was Ms. Kaye Steele Harrod, area resident to the proposed housing development and in the real estate business, voiced concerns to the rezoning; as well as residents Ms. Karen Bledsoe and Mr. Henry Benton.
Mr. Mike Clover, local attorney for Farnam Group, stated that Mr. Hamlin was not present since he was not aware that he would have the opportunity to address the Commission. He told the Commission that if the resolution is not forthcoming, that the company would look elsewhere to locate.
In view of the present concerns, the Commission deliberated extensively regarding Farnam’s 54-unit complex and the Aldridge Hotel low-income senior housing project both competing for the same low-income tax credits with the Oklahoma Housing Finance Authority (OHFA).
Commissioner Harrod spoke in opposition to the Farnam Group’s project and distributed research material regarding his findings on the company.
It was noted that if either applicant did not meet the application deadline, then they could not apply for six months.
The proposed resolution read as follows:
A resolution entitled, “A resolution in support of the construction of a fifty-four unit housing development located within the corporate limits of the City of Shawnee; supporting favorable consideration given for tax credit award for project; and finding that the proposed development is consistent with the City’s affordable housing strategies and Comprehensive Plan.”
A motion was made by Commissioner Harrod, seconded by Commissioner Pettyjohn, to deny the resolution supporting the tax credit award for housing development proposed by Farnam Group Resources, Inc. Motion failed.
AYE: Harrod, Pettyjohn, Peterson
NAY: Claybrook, Harden, Weaver, Downing
It was then the consensus of the Commission that another special call meeting would be set for 4:00 p.m. on Thursday, January 30, 2003 to consider two tax credit resolutions for both applicants.
AGENDA ITEM NO. 2: Adjournment.
There being no other business to come before the meeting, a motion was made by Vice Mayor Downing, seconded by Commissioner Pettyjohn, that the meeting be adjourned. Motion carried. (4:50 p.m.)
