BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
FEBRUARY 11, 2008 AT 6:30 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, February 11, 2008 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

Others in attendance were city staff, City Manager Jim Collard, Treasurer Neva Treiber, City Attorney John Canavan, and Amanda Gire, Shawnee News-Star. Were also in attendance.

You and each of you are hereby notified that by virtue of a call issued by me on this 6th day of February, 2008, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee Oklahoma in the Commission Chambers of City Hall, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on February 11, 2008, and you are hereby notified to be present at said meeting.

The purpose of said meeting will be to have a work session to discuss the Shawnee Regional Airport future projects.

CALL FOR SPECIAL SESSION OF THE SHAWNEE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 11TH DAY OF FEBRUARY, 2008 AT 6:30 O’CLOCK P.M. IN THE COMMISSIONER CHAMBERS OF CITY HALL, 16 W. 9TH, SHAWNEE, OKLAHOMA TO HAVE A WORK SESSION TO DISCUSS THE SHAWNEE REGIONAL AIRPORT FUTURE PROJECTS.


By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of City Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in Commission Chambers at City Hall, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on February 11th, 2008 to have a work session to discuss the Shawnee Regional Airport future projects.

COMMISSIONER YOUNG ARRIVES AT 6:50 P.M.

AGENDA ITEM NO. 1: Work session to discuss the Shawnee Regional Airport future projects.

The work session began with a general overview of the airport by Airport Advisory Board Chairman Mike Adcock.
Ms. Pat McCormick, Shawnee Economic Development Foundation Director, also addressed the Commission. She spoke of the strong relationship SEDF has with the airport and the continued plans to promote businesses at the airport.
Mr. Matt Weaver, Director of Marketing and Business Development of the Port Authority of Greater Oklahoma City, spoke regarding the benefits of establishing a Foreign Trade Zone at Shawnee Regional Airport. Mr. Weaver stated that because Foreign Trade Zones are outside the Customs territory of the United States, goods are not imported until they are shipped from the Zone into the Customs territory of the United States. This would result in Customs duty and federal excise taxes being paid only when merchandise is transferred from a Federal Trade Zone to the Customs Territory.
Rex Hennen, Assistant Airport Manager, then presented the Airport Business Plan. Mr. Hennen informed the Commission that of the $490,271.42 received by the airport in 2007, $60,166.52 was from hangar leases; also that 48,536.58 gallons of fuel was sold with the airport receiving a .03 flowage fee of $1,151.67.
Mr. Hennen also spoke of the major projects completed at the airport and listed project to consider for future revenue increases as follows:

1. FBO efficiencies
2. Increase Fuel Sales
a. Construction of aircraft hangars
b. Construction of a taxiway and ramp to the Expo
c. Straighten taxiway A
d. Rehabilitate N-S Runway
3. Develop the 40-acre Industrial Park
4. Recruit a restaurant to the airport
5. Recruit a rental car agency
6. Partner with local industry/casinos
7. Recruit a flight school
8. Maintain/recruit active business for existing hangars

Mr. Hennen also provided the following proposals regarding airport financials

1. Mr. Hennen noted that according the FAA, the airport should be receiving sales tax revenue from airport property businesses. However, since the city is currently underwriting the FBO obligations, this is not an issue at this time.
2. Establish a percentage for indirect income for the airport, i.e. the Expo events bringing in large crowds. The Expo is on airport property and pays no rent.
3. Cost savings – Radio controlled lights to save electrical power and bulbs.

Mr. Hennen recommended to the City Commission that an all volunteer action committee be formed utilizing local talent such as airport tenants, Airport Advisory Board members, SEDF and/or Chamber of Commerce, City and County personnel and tribal officials to research grants and establish a promotion strategy for airport land use.

There being no further business to come before the meeting, a motion was made by Commissioner Stephens, seconded by Commissioner Schrzan, that the meeting be adjourned. Motion carried 6-0. (7:30 p.m.)
